Marie Stopes Sierra Leone (MSSL) is a founding member of the MSI Partnership, operating in Sierra Leone for 30 years and becoming the largest non-governmental provider of family planning (FP) and sexual & reproductive health (SRH) services in the country. MSSL delivers services in every district of Sierra Leone through its outreach, centres/clinics and social marketing channels.

 

THE ROLE/FUNCTION

The ICT Manager is responsible for overseeing MSSL’s entire information and communication technology infrastructure. This includes the strategic planning, implementation, and maintenance of systems and services that support the organization's operations, service delivery, and internal communications. The role involves managing networks, servers, data security, hardware, and software and ensuring seamless integration of ICT systems across the organization. The ICT Manager ensures the secure, efficient, and cost-effective use of technology to improve service delivery and organizational performance.



KEY RESPONSIBILITIES


ICT Strategy & Planning

  • Develop and implement the country rogram ICT strategy that aligned with MSI global standards.
  • Identify opportunities for innovation and digital transformation.
  • Plan and manage ICT budgets and procurement.


IT Infrastructure & System Management

  • Design, implement, and maintain a reliable and secure ICT infrastructure.
  • Oversee the installation, configuration, and maintenance of hardware and software.
  • Manage all physical and virtual servers, network architecture, routers, switches, and end-user hardware.
  • Ensure system uptime, performance monitoring
  • Conduct regular audits and upgrades of ICT assets and infrastructure.
  • Ensure reliable internet connectivity and network performance across all offices and clinics.
  • Manage enterprise systems such as ERP, HRIS, and health information systems, by administering  troubleshoot, and support enterprise applications such as email, Electonic Health Records (EHR) system.
  • Collaborate with departmental heads to understand software needs and recommend appropriate tools.
  • Maintain licensing compliance and documentation for all software assets.


Data Security & Compliance

  • Implement cybersecurity protocols and ensure data protection in line with MSI policies and local regulations.
  • Conduct regular system audits and risk assessments.
  • Ensure regular data backups and disaster recovery plans are in place.
  • Establish and maintain robust systems for data collection, integrity, backup, and retrieval.
  • Ensure timely and accurate generation of dashboards and reports for internal and external stakeholders.
  • Oversee data storage, confidentiality, and retention protocols in line with organizational policies.
  • Implement security protocols to safeguard digital assets, infrastructure, and user data.
  • Monitor for security breaches and respond promptly to incidents.
  • Ensure compliance with data protection legislation and MSI global ICT security standards.


ICT Projects & Contract Management

  • Support the execution of ICT-related projects (e.g., infrastructure upgrades, new systems deployments).
  • Manage project timelines, budgets, and vendor relationships.
  • Liaise with external service providers for ICT services and support.
  • Evaluate and manage ICT contracts and service level agreements.


Team Management Support & Capacity Building

  • Provide technical support and training to all MSSL staff on ICT tools and systems.
  • Develop user manuals and conduct ICT onboarding for new employees.
  • Manage ICT helpdesk services and resolve issues promptly.
  • Supervise and develop the ICT team, providing clear guidance, mentorship, and support.
  • Foster a culture of continuous learning, collaboration, and service excellence.


Qualification & Training (essential/desirable)

  • Experience in the NGO, or development sectors. (essential)
  • Familiarity with global data protection standards (e.g., GDPR, HIPAA) (desirable)
  • Relevant certifications such as CompTIA A+, CCNA, MCSE, or CompTIA Security+ (desirable)
  • Bachelor’s degree in Information Technology, Computer Science, or a related field.
  • Minimum of 5 years of relevant experience in ICT management or systems administration.
  • Proven experience managing IT infrastructure, systems integration, data management, and cybersecurity.
  • Strong knowledge of Windows server environments, networking, enterprise solutions, and cloud services.
