Regional Operations Manager

Key Responsibilities
1. Regional Operational Leadership
· Lead and coordinate all regional operational activities to ensure achievement of programmatic and business objectives.
· Develop and implement regional operational plans aligned with the organization's strategic goals.
· Monitor operational performance and ensure efficient utilization of resources.
· Identify operational risks and implement mitigation measures.
· Coordinate closely with programme, clinical, RM&E, finance, advocacy, and support teams to ensure seamless operational support for all activities.
· Serve as the primary operational focal person for the region and represent the organization during operational engagements with district stakeholders and partners.
· Drive a culture of accountability, teamwork, professionalism, innovation, and continuous improvement across regional operations.
· Ensure compliance with organizational policies, national regulations, donor requirements, and quality standards
2. Outreach Services Management
· Provide oversight and support to all outreach teams operating within the region.
· Ensure outreach activities achieve service delivery, and impact targets. (CYP’s and SAPAC)
· Review Outreach Monthly workplans
· Monitor outreach performance indicators and implement corrective actions where necessary.
· Ensure outreach teams maintain high standards of client care, infection prevention, and clinical governance.
· Support expansion of outreach services into underserved and hard-to-reach communities.
3. Public Sector Support Coordination
· Lead the implementation of partnerships and support initiatives with public health facilities.
· Strengthen relationships with District Health Management Teams (DHMTs), Ministries, and relevant government stakeholders.
· Monitor performance of supported public sector facilities and ensure effective implementation of agreed activities.
· Support capacity-building initiatives for public sector healthcare providers.
4. Clinic Operations Oversight
· Supervise regional clinic operations to ensure efficient and quality service provision.
· Monitor clinic productivity, client satisfaction, quality assurance, and financial performance.
· Ensure clinics comply with Marie Stopes quality standards and national healthcare regulations.
· Support implementation of continuous quality improvement initiatives.
5. Logistics and Fleet Management
· Oversee regional logistics operations, including procurement coordination, inventory management, warehousing, and distribution.
· Ensure timely availability of commodities, medical supplies, equipment, and operational resources.
· Ensure accurate forecasting, requisitioning, storage, distribution, utilization, and accountability of commodities and supplies.
· Monitor stock consumption trends and coordinate timely replenishment to prevent stock-outs, expiries, losses, or wastage.
· Manage fleet operations to ensure vehicle availability, safety, maintenance, fuel efficiency, and compliance with transport policies.

6. Clinical Quality Support
· Collaborate with clinical leadership to ensure adherence to medical standards, protocols, and guidelines.
· Monitor quality assurance systems and support corrective action plans.
· Ensure compliance with infection prevention and control standards.
· Support investigations and resolution of service delivery incidents or complaints.
· Support the Teams in QTA assessment
7. Marketing and Demand Generation
· Support implementation of regional marketing and communication strategies.
· Work closely with marketing teams to increase service uptake and client awareness.
· Monitor effectiveness of promotional campaigns and community mobilization activities.
· Identify opportunities for service expansion and market growth.
8. Stakeholder Engagement and Partnership Management
· Build and maintain strong relationships with government authorities, community leaders, partners, donors, NGOs, and other stakeholders.
· Represent Marie Stopes Sierra Leone at regional meetings, forums, and coordination platforms.
· Facilitate stakeholder collaboration to strengthen program implementation and organizational visibility.
· Support advocacy efforts that promote access to sexual and reproductive health services.
9. Regional Administration and Compliance
· Ensure efficient management of regional administrative systems and processes.
· Oversee office operations, contract management, asset management, and staff welfare matters.
· Ensure compliance with organizational policies, safeguarding requirements, and legal obligations.
· Support internal and external audits and ensure timely implementation of recommendations.
10. People Management and Leadership
- Provide leadership, supervision, coaching, and performance management for regional staff.
- Foster a high-performance culture based on accountability, teamwork, and continuous improvement.
- Conduct regular field visits, operational review meetings, and performance assessments to monitor staff effectiveness and operational standards.
- Support recruitment, onboarding, orientation, and training of regional operations staff where required.
- Identify capacity gaps and coordinate staff development initiatives to strengthen operational performance.
- Promote staff welfare, teamwork, accountability, discipline, and effective communication within the region.
- Address operational conflicts, performance issues, and staff concerns in a timely and professional manner.
- Identify staff development needs and support learning opportunities.
- Promote organizational values, diversity, inclusion, and safeguarding principles.
11. Financial Management
- Develop and manage regional operational budgets.
- Monitor expenditures and ensure cost-effective utilization of resources.
- Support financial forecasting, planning, and reporting processes.
- Ensure financial accountability and compliance with organizational policies.
12. Monitoring, Reporting, and Data Management
- Monitor key operational, financial, and service delivery indicators.
- Prepare timely regional performance reports and management updates.
- Utilize data for decision-making, performance improvement, and strategic planning.
- Ensure accuracy and quality of operational data and reports.
Qualification &Experience
- Essential
- • Bachelor's degree in Business Administration, Public Health, Health Services Management, Operations Management, Logistics, or related field.
- • Master's degree in Public Health, Business Administration, Management, or related field will be an added advantage.
- • Minimum of 7–10 years of progressive management experience, including at least 5 years in senior operational leadership.
- • Experience managing multi-site operations, healthcare programs, outreach services, or NGO programs.
- • Demonstrated experience in stakeholder engagement and partnership management.
- • Strong budget management and financial oversight experience.
- • Experience leading multidisciplinary teams.
- Desirable
- • Experience within reproductive health, public health, or international NGO environments.
- • Knowledge of Sierra Leone's healthcare system and regulatory framework.
- • Project management certification or equivalent professional qualificat
