The Role/Function:


The RME Officer is responsible for supporting the design, implementation, and management of research, monitoring, and evaluation activities within the organization. This role involves data collection, analysis, reporting, and providing insights to inform program improvement and decision-making.


The RME Officer plays a critical operational role in maintaining integrity, Data Quality, and Accurate reporting are made to meet programme, and operational needs.


Key Responsibilities:


1.  Planning & Coordination

• Develop and maintain a detailed regional workplan aligned with program timelines and M&E requirements.

• Establish and agree on reporting schedules with relevant stakeholders, ensuring timely and consistent submissions.

• Coordinate vehicle movement and logistics for field visits across the region.

• Schedule and document spot checks, data validation exercises, and operational and RM&E-specific meetings with clearly defined dates and responsibilities.


2.  Monitoring & Evaluation

Frameworks & Tools

• Support the development and implementation of M&E frameworks, systems, and tools to track program progress, outputs, outcomes, and impact.

Data Collection

• Plan and coordinate data collection activities including surveys, interviews, focus group discussions, and field observations, ensuring methodological rigor.

Data Quality Assurance

• Conduct regular data quality assessments and validation checks to ensure the accuracy, completeness, and reliability of collected data.

• Verify and review data submitted to reporting platforms, including Clic Plus, HER, Orion, InfoBi, and DHIS2.

Data Management

• Oversee data entry processes and maintain well-organized, up-to-date databases across all relevant platforms.


3.  Research

• Provide support in designing and conducting research studies, including literature reviews, study design, sampling, and data analysis.

• Coordinate field research activities, including data collection logistics and field team management.

• Contribute to the preparation of research reports, presentations, and publications for internal and external audiences.


4.  Data Analysis & Reporting

• Analyze quantitative and qualitative data using statistical software, dashboards, and other analytical tools.

• Prepare monthly, field-level, and periodic M&E reports incorporating data visualizations to effectively communicate findings to stakeholders.

• Present RM&E findings to program teams, management, and external stakeholders in a clear and accessible manner

5.  Capacity Building

• Deliver training and ongoing support to field staff and implementing partners on data collection tools, M&E methodologies, and reporting standards.

• Provide technical assistance to program teams to strengthen institutional M&E capacity and promote a culture of evidence-based decision-making.


6.  Field Monitoring & Stakeholder Engagement

• Conduct regular field visits to monitor program implementation, verify data, and provide actionable feedback and recommendations for improvement.

• Engage beneficiaries, implementing partners, and key stakeholders to gather feedback and ensure their perspectives are integrated into program learning.


7.  Learning & Continuous Improvement

• Document lessons learned, best practices, and success stories to support adaptive management and program improvement.

• Share findings and learning with program teams and contribute actively to organizational knowledge management and learning initiatives.


8.  Compliance & Ethical Standards

• Ensure all M&E and research activities adhere to organizational policies, donor requirements, and applicable standards and regulations.

• Support Operations and Finance teams with reconciliation, and programmatic reports as required.

• Uphold and promote ethical practices across all RM&E activities, including data privacy, informed consent, and research integrity.

Qualification & Experience

  • Required:
  • Bachelor’s degree or Diploma in Statistics, Computer Science, Public Health, Economics, Social Science or related fields
  • Minimum 2–5 years of experience in Research Monitoring, Evaluation, Learning (MEL), Research,
  • Data Analysis, or Program Performance Management roles.
  • Conducting field monitoring visits, data verification, and routine data quality assessments.
  • Managing and analyzing data using systems such as DHIS2, Power BI, EHR, Clic Plus, ORION or similar platforms.
  • Experience handling medical commodities or donor-funded stock is an advantage.
  • Strong Excel proficiency (Pivot Tables, LOOKUP functions, SUMIFS).
  • Strong report writing and communication abilities.
  • Ability to work with cross functional teams, including field officers, program managers, and partners.
  •  Desirable:
  • Experience working with NGOs, government programs, health systems, or development projects is strongly preferred. 
  • Strong organizational skills, attention to detail, and ability to meet tight deadlines.
  • Strong ethical standards, confidentiality, and professionalism.
  • Demonstrated ability to provide capacity building or training to staff on data collection and M&E systems.
